Why do they call it that?

I was touring the latest and greatest Rite Aid store model last night and I noticed that the section with the condoms and other miscellaneous contraceptives and contraceptive accessories is titled Family Planning. I may be way off-base here, but why do they call it that? Wouldn't it be better to call it Family Avoidance? or Anti-Conception Tools? Somehow the phrase "family planning" implies to me that these things will help you have a family. But maybe I just don't understand.
